Shh! North Canton to discuss proposed noise ordinance

NORTH CANTON — A week after City Council members discussed a possible noise ordinance, a resident who says her next-door neighbors’ late-night parties are keeping her awake has called on the council to approve strict restrictions on late-night noise.

Glenwood Street SW resident Lisa Bast recently lobbied City Council to approve what many communities have – a “comprehensive and broad noise ordinance” that would allow police to ticket people who make too much noise after 11 p.m. on weekdays and after midnight on weekends.

At the Nov. 18 council meeting, she called on the council to consider limiting outdoor parties and late-night gatherings.

The council at its meeting on November 11 discussed the development of such a resolution. Police Chief Frank Kemp Jr. said the city could impose a decibel limit after a certain time.

Council secretary Liam Ott said the council had not requested the formal development of such a noise bylaw or regulation. And this issue is not currently on the agenda for a future council meeting.

Bast said that for more than a year, her next-door neighbors have been hosting parties and gatherings outside the outdoor bar they built with a TV, neon signs and bright lights next to her bedroom. Bast said neighbors and their guests often drink and talk loudly until 3 a.m. or later, disrupting her sleep.

“My bedroom is about eight feet from the bar,” Bast said. “For the past two years, I have been kept awake or kept awake by loud talking, laughing and watching TV.”

She said her neighbors refuse to stop loud gatherings at the outdoor bar after 11 p.m. They refuse to move their meetings inside late at night. And they told her to text them if she felt they were being too loud. But Bast asked why she had to stay up and text them, especially if they would never see the messages.

“They weren’t willing to make any compromises,” Bast said. “I tried solutions like white noise and soft music, but to no avail. And I dealt with it by sleeping in the carriage, staying at my mother’s house, or moving into my bedroom as soon as they came inside.”

She added: “It made life in my home uncomfortable. And it disturbed my sleep. I’m sure no one would want to live in such a situation. us.”
