The Emirates Interior Ministry announced on Sunday evening that it had arrested “three criminals involved in the murder of Zvi Kogan, a citizen of Moldova, according to his identity documents at the time of entry into the UAE, where he lived as a resident.”

The United Arab Emirates “strongly rejects any threat to public safety as Emirati authorities arrest those responsible for the murder of a Moldovan citizen in record time,” the ministry said.

The ministry “reaffirmed the UAE’s unwavering ability to resolutely oppose any attempts to undermine the security and stability of society” and “explained that upon receiving a report of a missing person from the victim’s family, a specialized search and investigation team was immediately assembled.”

The ministry’s statement did not indicate that the victim was a Chabad rabbi.

Rabbi Yehuda Krinsky, Chabad’s chairman, said Sunday that “the global Chabad community and the international Jewish community as a whole are shocked, grieved and outraged.”

“Rabbi Tzvi Kogan, a young Chabad emissary, was kidnapped and murdered in cold blood last week while serving the Jewish community in the UAE,” Krinsky said. “Chabad-Lubavitch emissaries serve in countries around the world in a spirit of generosity and kindness. Wherever they go to grow and support Jewish life, they also benefit the larger community with their love and light for all humanity.”

“The authorities of each country where Chabad representatives serve in good faith are obliged to ensure that terror does not find refuge within its borders. The attack on Rabbi Kogan was an attempt to destroy the sacred Jewish values ​​that he represented: light, goodness and kindness,” he added. “No country, no community, no society can afford to lose these sustaining values.”

On Sunday morning, the Israeli Prime Minister’s Office announced that Kogan’s body had been discovered by UAE security forces.
