Harbor Springs voters must decide whether to keep or repeal new zoning code

EMMETT COUNTY, Mich. (WPBN/WGTU) — The upcoming election will be an upswing in Harbor Springs, where voters will decide whether to keep or repeal the city’s first zoning reform since 1976.

The new code reduces 17 zoning districts to nine and allows the construction of duplexes and accessory dwelling units. by right on property, among other things.

The city has called it a much-needed simplification, while opposition voices say it could lead to overdevelopment.

“I would be concerned too if I believed the new zoning code would do that, but I don’t think so,” said Bill Mulder, chairman of the Harbor Springs Planning Commission.

“The data we just received shows very modest housing production in our area,” Mulder said. “There is little space left, and there is nothing in the zoning code that changes the basic economics of why people build homes or commercial buildings.”

“I think voting yes on the referendum is important because the community doesn’t really know what it says,” said Bing Howenstein, a Harbor Springs resident.

“It was created behind closed doors,” Houenstein said. “The zoning that most people were happy with, why did it have to be changed? Let’s understand why and make it open so everyone understands. Of course there must be development, but let’s do it right, involving everyone involved.”

The City Council brought the issue to a vote after opposition pressure in August.

A “NO” vote on the ballot would keep the new zoning code.

A “YES” vote will result in the resolution being overturned.

Sunday is the last day Michigan residents can vote early in person.

Election Day will take place on Tuesday, with polling stations open from 7:00 a.m. to 8:00 p.m.
