Preview: Salisbury City Council to consider filling empty council seat

SALISBURY — Salisbury City Council members will consider filling a vacant council seat during their upcoming meeting Tuesday.

The seat has been vacant since former councilor Anthony Smith resigned in September to move to Birmingham, Alabama, for career opportunities and to be closer to his mother.

In the weeks following Smith’s resignation, the City Council asked community members interested in serving on the City Council to apply, with a focus on candidates with “community service experience, experience serving on boards and commissions, effective collaboration and communication.” skills and qualifications that align with the city’s goals.”

The upcoming Salisbury City Council meeting will be held at 6:00 pm at City Hall, located at 217 S. Main St. Town Clerk Connie Snyder confirmed Election Day will not affect the town meeting schedule. Other agenda items to be discussed include:

  • Council will receive an update on the city’s microtransit program. The city received a multimillion-dollar grant from the state and federal governments in 2023 and plans to implement a pilot program using a third-party vendor that will provide operators, vehicles, software and operations management. The pilot project will follow the city’s third route, which includes Spencer, East Spencer, the VA Medical Center and Novant Rowan Medical Center.
  • The council will consider allowing City Manager Jim Green Jr. to enter into a municipal agreement with the North Carolina Department of Transportation to fund an update to the city’s multimodal network plan, which provides the city with recommendations for improving and implementing bicycle and pedestrian infrastructure. The current plan was approved in 2009. The new plan is expected to cost a total of $70,000, with the city providing $21,000.
  • The council will consider allowing Greene to enter into an agreement to repair the radio with Rowan County. The agreement will establish costs, prices and schedules for maintenance and programming of police and fire department radios.
