Christian Horner presents a dossier of “evidence” to argue against Max Verstappen’s penalties at the Mexican Grand Prix

Norris was penalized at the US Grand Prix for forcing Verstappen off the track – a penalty that gave his rival the final podium spot. It also allowed Verstappen to increase his lead in the drivers’ standings to 57 points heading into Sunday’s race.

The situation changed at the Hermanos Rodriguez circuit when Verstappen was penalized 10 seconds for hitting Norris with his wheels and forcing him off the track.

“Ten? That’s aggressive,” Verstappen said.

He was then given a second 10-second penalty for taking a position as he left the track, and a combined 20-second penalty was served on his first pit stop.

“Then it’s okay. This is stupid, man,” Verstappen radioed.

He pitted on lap 27 from third place and his mechanics were unable to begin work until the 20-second penalty had been served. He dropped to 15th place when he returned to the race.

Although Verstappen recovered to finish sixth, Norris spoiled what looked like a Ferrari victory when he snatched second place from Charles Leclerc with eight laps remaining. Norris finished 10 points clear, who now trails Verstappen by 47 points with four races to go.
