Of the 14 million people crossing the border illegally under the Biden-Harris administration, more than 3 million came from four countries whose citizens were granted expanded entry under the parole program created by U.S. Homeland Security Secretary Alejandro Mayorkas: Cuba, Haiti, Nicaragua and Venezuela (CHNV).

There have been at least 2,496,080 illegal border crossings from CHNV countries under the Biden-Harris administration, according to U.S. Customs and Border Protection. Data represents fiscal years 2021 through 2024, excluding the first three months of fiscal year 2021 under the previous administration. The federal fiscal year runs from October 1 to September 30.

If the 531,000 people released into the country through CHNV are included, the total increases to at least 3,027,080 from these four countries. This total does not include those who escaped, those who entered the country illegally and evaded capture, those who were released into the country through the CBP One app and other parole programs created by Mayorkas, and tens of thousands of Haitians and Cubans repatriated by the US Coast Guard, The Center Square reported. .

Mayorkas argues that CHNV and other parole programs are legal and necessary; federal judges have ruled that this is not the case. Republican members of Congress argue they are illegal and cited them as evidence to impeach Mayorkas in February. Documents CHNV foreign nationals and others illegally crossing the border receive from Department of Homeland Security agencies say they are illegal aliens, are in the U.S. illegally, and require them to appear before an immigration judge in several years, as first reported The Center Square.

The U.S. State Department has listed two of the four CHNV countries, Cuba and Nicaragua, as countries of particular concern due to “systematic, ongoing, and egregious violations of religious freedom.” These include “torture, prolonged detention without charge, enforced disappearance, or other flagrant denial of the life, liberty or safety of persons.” Cuba is also designated as a state sponsor of terrorism.

More than 786,000 Cuban illegal immigrants have crossed the border.

Under the Biden-Harris administration, the country saw the highest number of Cuban illegal immigrants crossing the border in U.S. history—more than 786,000.

The highest number was reported in FY2022 (224,607), followed by 217,615 in FY2024, 200,287 in FY2023 and 33,876 in the nine months of FY2021.

At least 110,000 inadmissible Cubans have been released to the U.S. under the CHNV parole program, according to CBP.

Republican members of Congress demanded answers about Chinese spies operating outside Cuba targeting Americans, expanding nonimmigrant visas for Cubans who Republican U.S. senators said “jeopardizes our national security,” inadequate vetting of diplomats from countries recognized sponsors of terrorism, among other problems.

About 700,000 Haitians crossed the border illegally

Under the Biden-Harris administration, the nation has recorded the highest number of Haitians crossing the border illegally in U.S. history—nearly 700,000.

The highest number was reported in FY2024 (220,798), followed by 163,781 in FY2023, 56,596 in FY2022 and 47,478 in the nine-month period in FY2021.

At least 211,000 Haitians who are not allowed into the country have been released into the US through the CHNV.

When Haitians arrived in the country, local communities across the country faced increased crime and costs that they felt were unsustainable and negatively impacted them, The Center Square reported.

More than 536,000 Nicaraguans crossed the border illegally

Under the Biden-Harris administration, the highest number of illegal Nicaraguan border crossings in U.S. history has been reported across the country—more than 536,000.

The highest number was reported in FY 2022 (164,600), followed by 138,729 in FY 2023, 91,049 in FY 2024 and 49,254 in the nine months of FY 2021, the data shows.

At least 93,000 Nicaraguans who are not allowed into the country have been released into the US through the CHNV.

Central Square first reported on the migrant war that has led to border crises, including politics in Cuba, Haiti and Nicaragua. Politicians say Cuba and Haiti have used migrant warfare tactics against the United States for decades. Foreign policy experts say Nicaragua’s visa policy has also weaponized migration, NPR reports.

More than a million Venezuelan illegal immigrants have crossed the border

Under the Biden-Harris administration, the country saw the highest number of Venezuelan illegal immigrants crossing the border in U.S. history—nearly one million.

The highest number was 334,914 in FY 2023, followed by 313,496 in FY 2024, 189,520 in FY 2022 and 49,477 in the nine months of FY 2021, the data showed.

At least 117,000 Venezuelans who are not allowed to enter the country have been released into the US through the CHNV.

As Venezuelans entered the country, so did members of Venezuelan prison gangs from Tren De Aragua, a federally designated foreign terrorist organization. Law enforcement officials across the country are arresting them for committing violent crimes against Americans, The Center Square reports.

Collectively, the more than 3 million people crossing illegally from CHNV countries exceed the population of 17 states.

They are also equivalent to more than 67 U.S. Army Corps, with 45,000 soldiers per corps, and nearly four times the number of U.S. troops who have served in Afghanistan for 20 years.
