The custody of Rosie O’Donnell’s grandchildren is under scrutiny following the recent arrest of her daughter Chelsea O’Donnell.

The father of Chelsea’s three children, Jacob Bourassa, has filed a petition seeking to have her unsupervised visitation rights revoked following her recent arrest for child neglect, InTouch reported Monday.

According to court documents, Jacob is trying to change the current custody arrangement that has been in place since he won custody of their daughters in 2019.

Chelsea, 27, and Jacob have three daughters: Skylar Rose, Riley and Avery Lynn. She also gave birth to her son Atlas with her current boyfriend Jacob Nelund in October 2023.

Chelsea currently faces four felony charges including maintaining a drug trafficking place, child neglect, possession of methamphetamine and possession of THC, as well as two misdemeanors for disorderly conduct and possession of illegally obtained prescription drugs.

In his petition, the newspaper reported, Jacob explained that there had been “significant changes in circumstances” that made the current custody arrangement potentially harmful to their children.

His lawyer argued that Chelsea’s unsupervised visits were no longer in the best interests of the children.

Jacob requests primary custody and requests that Chelsea’s visits be limited to supervised periods.

A court hearing is scheduled for November.

Police were called to her home in Marinette, Wisconsin, by Chelsea herself on Sept. 10, court documents reviewed by In Touch showed.

The 911 operator reported hearing an argument in the background and a woman telling someone to “get the hell away from her.”

When police arrived, she tried to downplay the incident, insisting everything was fine, but admitted that she and her boyfriend, Jacob Nelund, had argued.

“I tried to ask her more questions and you could tell Chelsea weren’t being honest at all. This is a repeat of what happened several weeks earlier when I was at her home during a similar incident,” police wrote in their report.

When officers continued to investigate, they found a pipe with methamphetamine residue inside.

Police arrested Chelsea and checked on her infant son, Atlas, when a box of hypodermic needles was allegedly found in the child’s room.

While in the patrol car, Chelsea admitted to having something in her bra: a vial and a clear plastic bag containing white pills.

“The black vial contained a white crystal-like substance that I knew was methamphetamine,” the report states. Police said Chelsea was in possession of 18 grams of methamphetamine.

Chelsea and Jacob’s pupils were dilated and unresponsive to flashlight light, indicating to law enforcement that they were likely using recreational drugs, the report said.

“His facial features were sunken and he was missing several teeth. His muscle tone was very stiff and he appeared to be bending when in fact he was not,” the police report states.

“I asked him what other drugs he did today and he said he only smoked marijuana. Based on my training and experience, I know that marijuana will not have the same effect on your eyes.

“I have seen similar impairments before in someone who smoked methamphetamine.”

Police described the squalid scene that greeted them when they entered the house, with rotting food and dirty and moldy dishes everywhere.

“The inside of the house was disgusting: milk that smelled so bad I almost vomited, dirty diapers, used feminine hygiene products, soiled underwear with feces and blood stains, and used razor blades on the floor,” the report detailed. .

Police then found a used meth pipe in Chelsea and Jacob’s downstairs bedroom.

“Some of the needles were used and had dried blood in them. I know that drug users commonly use these types of needs to inject methamphetamine into their hands or to “get laid,” the officer wrote in his report.

The second officer described a similar scene with old rotting fruit, “garbage, random tools and butane tanks lying on the floor, all mixed in with clothing belonging to (the child).”

Officers also found methamphetamine and a meth pipe “that could easily have been grabbed by a small child.”

“Under the crib, I discovered a black and silver digital scale, several used gem bags with white residue, and a sharps container containing numerous used and unused hypodermic needles,” the report states.

“I found a cut and burnt straw in a pile of clothes.”

One officer described Chelsea was “sweating profusely” and became very nervous while police were in her home.

“It appears that Jacob and Chelsea were more concerned with their drug addiction than providing (the child) with a safe and clean environment,” police said.

During the search, police also found evidence that drug trafficking may have been occurring inside the home, as well as a methamphetamine cooking facility.

In the second incident, which occurred on Oct. 11, police stopped Chelsea and arrested her when they allegedly found a methamphetamine pipe.

She also allegedly had pills, including oxycodone. Morphine sulfate and hydrocodone tablets stuffed into her bra.

Police charged her with possession of methamphetamine, jumping bail and possession of drug paraphernalia, all felonies.

She will appear in court next month for both cases.

Rosie, 62, has had a particularly rocky relationship with Chelsea over the years.

She and her ex-wife Kelly Carpenter adopted Chelsea when she was a child, but she left the family home in 2016 when she was 18 and moved to Wisconsin to be closer to her birth mother.

“Chelsea is mentally ill,” Rosie told the Daily Mail in 2017. “(She) spent most of her life in and out of hospitals. Born addicted to heroin. She had a difficult journey. She is very sick. She is incapable of either truth or reason.”

She has four children: five-year-old daughter Skylar Rose, three-year-old Riley, two-year-old Avery Lynn and Atlas, who just turned one.
