The Bharatiya Janata Party (BJP) will implement a uniform civil code (UCC) in Jharkhand if elected to power in the state but will keep tribals out of its ambit, Union Home Minister Amit Shah said on Sunday while releasing the party’s manifesto for the upcoming state elections meeting in Ranchi.

“The Congress and the Opposition are spreading rumors that the UGC will take away the rights of the tribals. I would like to reiterate that the BJP will implement UCC in Jharkhand but will exclude all tribal rights and culture from it,” he said.

“The BJP has decided to continue Jharkhand’s historical legacy of national security, a legacy initiated by Bhagwan Birsa Munda, by integrating the ideals of ‘Maati, Roti, aur Beti’ with respect for tribal pride,” Shah said. “It serves not just as a manifesto for the BJP but also as a declaration of the hopes and dreams of countless people in the state,” he added.

A law for the restoration of tribal lands allegedly seized by the Bangladeshi occupiers, the establishment of a commission for the rehabilitation of people displaced by development and mining activities, and a host of welfare programs targeting women and youth are some of the key highlights of the BJP’s Sankalp Patra. .

Terming the Hemant Soren government in the state as the “most corrupt” government in the country, Shah accused the state government of harboring Bangladeshi infiltrators who are attacking tribal women. Shah said that the BJP government will identify every violator and deport him, besides passing a law to return the lands to the tribals .

“Bangladeshi infiltrators are attacking tribal women, trapping them through multiple marriages and taking over their land. Tribal culture is under threat. As soon as we come to power, we will identify each of them and deport them. The state government will also introduce legislation to return land to tribal girls who were captured by infiltrators after marriage through deeds of gift,” he said.

“The topography of the border is difficult due to the long forest and mountainous terrain. Infiltration into Assam has been thwarted since the BJP came to power there. But it is not stopping in Bengal and Assam because the state governments are not trying to stop it. Hemant Soren cannot escape responsibility. Why are the patwaris and collectors not identifying the problem and reporting it to the Centre? Intention is important. The High Court has recognized this problem by issuing orders to identify, locate and deport the perpetrators, but the Jharkhand government has not responded to these directives,” Shah said.

“Once the BJP comes to power in Jharkhand, Hemant Soren will no longer be able to protect the infiltrators. The BJP will take action to identify and eliminate each violator one by one,” he said.

Soon after Shah’s announcement, Jharkhand Chief Minister Hemant Soren said that neither the UCC nor the National Register of Citizens (NRC) would be allowed in the state. Soren said Jharkhand will only implement the Chotanagpur Tenancy (CNT) and Santhal Pargana (SPT) Acts to protect tribal culture and land rights.

Jharkhand’s 26 million voters will go to the polls in two phases: November 13 (43 seats in the eastern part of the state) and November 20 (38 seats in the western part of the state). Four-phase elections were held in the state for the Lok Sabha. The mineral-rich state, which also boasts the second-largest number of tribesmen in India, will witness a largely bipolar battle between the ruling Indian National Inclusive Development Alliance led by the Jharkhand Mukti Morcha and the BJP-led National Democratic Alliance. .

The Shah also opposed the Soren government’s demand for release 1.36 lakh crore in unpaid dues to central miners towards land compensation and royalty for extraction of essential minerals in the state.

He said, “They keep taking around Rs 1 lakh crore. I want to ask Hemant Soren how much money the UPA government provided to Jharkhand between 2004 and 2014 and also the money released by the Modi government in the next ten years. He won’t answer, so I have the numbers. The UPA government gave 84,000 crore in 10 years. In comparison, the Modi government gave 3.8 million crores in the last 10 years. This is in addition to 15,000 crore allocated for construction of highways and 65,000 crore for railway projects.”

Shah said the BJP, if voted to power, will create 500,000 jobs in Jharkhand, including 287,000 government jobs.

“Youth, suffering from unemployment and paper leakage, are looking to the Bharatiya Janata Party with hope. The people of Jharkhand are ready to elect a government that will prioritize the welfare of the poor rather than one that siphons funds meant for their development into the pockets of family and friends,” he said.

The party also promised benefits to women and youth, besides free education for girls from economically weaker sections. According to the manifesto, 2100 per month will be given to all women of the state under the Gogo Didi Yojana. He also promised to supply LPG cylinders by 500 to all families and two free top-ups every year.

The party promised 2000 per month allowance for graduates and postgraduate job seekers for two years. He also promised to register the property before 50 lakhs in favor of women towards Re 1 stamp duty.

Referring to the controversy over freebies announced before the elections, Shah said the BJP did so keeping fiscal prudence in mind, unlike Congress governments which failed to fulfill election promises.

“I thank Congress president Mallikarjuna Kharge for his statement (advice against making exaggerated promises). The BJP is different from other parties in that it does not just make promises, but also commits to fulfilling them and ensures their implementation. This is the only party in the country that sticks to its words,” Shah said.

The home minister said Jharkhand has become a major hub for trafficking of minor girls and kidnapping of women, ranking among the highest in the country. He announced ‘Operation Suraksha’, promising to end human trafficking in Jharkhand by 2027 and also end Maoist activities in the state in the next two years.

Shah said the Jharkhand Staff Selection Commission Graduate Competitive Examination (JSSC-CGL) will be canceled and the Central Bureau of Investigation (CBI) and Special Investigation Team (SIT) will investigate the previous CGL exams and all major cases of document leakage. .

“The paper leak mafia has ruined the future of the youth of Jharkhand under the protection of JMM,” Shah said.

He said that Jharkhand is the richest state in the country due to its huge mineral resources. However, despite this wealth, the people of Jharkhand are among the poorest in the country. “This inequality is a result of the Hemant Soren government and its policies,” Shah added.

Addressing a rally in Garhwa, Soren said the BJP does not care about the welfare of tribals, Dalits and backward communities. “Neither OGK nor SRN will be implemented here. Jharkhand will rely solely on the Chotanagpur Tenancy Act and the Santhal Pargana Tenancy Act. These people (BJP) spew poison and do not care about the tribals, natives, Dalits or backward communities,” Soren said.

Soren also slammed Shah’s remarks that the JMM-led coalition was fueling the activities of the Maoists, saying the elections held in two phases were an indication that the activities of the Maoists were limited, unlike in the past when elections were held in five phases.

The Congress, an ally of the JMM, said the BJP’s manifesto for the Jharkhand elections is clear that the only challenge to its election campaign is “polarization and the spread of communal virus”.
