UT Governor given powers to approve projects worth ₹100 crore | Chandigarh News

UT chief may approve Rs 100 crore project

Chandigarh: Ministry of Internal Affairs of the Center (MHA) has written to all five Union Territories of the country authorizing their administrators and lieutenant governors to approve projects worth Rs 100 crore for their respective cities and states. By delegating these financial powers to administrators and local governments, the central government gave them full authority to approve these amounts for projects.
While using the amount, the UT will have to follow all GFR (General Financial Rules) which will be fully applicable while using the money for major projects.
Moreover, the UT will also have to submit quarterly reports to the central government on such major projects.
The detailed letter from the planning department/unit of Chandigarh Administration reads: “Approval by the competent authority for delegation of powers to the UT Administrator for granting in-principle approval for new government funded schemes/projects with an estimated cost of up to Rs.100 crore.” .
This is subject to the following conditions in addition to other conditions and instructions issued from time to time by the Department of Expenditure (DoE) of the Ministry of Finance (MoF) regarding the assessment and approval of government funded schemes and projects.”
The MHA letter clearly states that the proposed expenditure for the new scheme or project will be within the approved budgetary allocation/BE of the UT. It states that if funds are required beyond the approved budget allocation/BE, the UT administration shall submit a proposal to seek in-principle approval from the expenditure department, finance ministry for the new scheme/project, irrespective of the proposed expenditure.
“The UT administration should not fragment schemes, projects to bring the cost below Rs 100 crore. All such schemes, projects must be cleared by the Finance Department of the Union Territory Administration who will not only estimate the projected costs but also ensure that such schemes, projects to be assessed and approved under the delegated powers of the UT Administrations are the complete schemes, projects themselves. The provisions of GFR-2017 and other applicable Government of India regulations shall be strictly followed in case of tendering and award of works,” the letter said.
