Winter session of parliament begins on Monday: bill on waqf to banking legislation – 16 bills on the government’s agenda | Full list here

The winter session of parliament is scheduled to be held on November 25. A total of 19 meetings will be held.

The opposition has asked the Center to allow debate in Parliament on the bribery charges leveled against the Adani group by US prosecutors. The violence in Manipur is also expected to be taken up in the Parliament session.

Union Minister Kiren Rijiju said that issues to be considered in both houses will be decided by their empowered committees with the consent of the respective chairman.

The Union government under the leadership of Prime Minister Narendra Modi has introduced 16 bills, including the Waqf Act Amendment Bill, in the session that will continue till December 20.

According to the Lok Sabha bulletin, five bills have been tabled for consideration, consideration and passage, while 10 others have been tabled for consideration and passage.

The details of the bills, prepared by New Delhi-based PRS Legislative Research (PRS), are as follows:

Bills submitted for introduction, consideration and adoption

  1. Merchant Shipping Bill 2024: Strives to ensure the development of shipping and ensure compliance with obligations under international treaties.
  2. Coastal Shipping Bill 2024: Seeks to develop coastal trade and encourage participation of Indian vessels for national security and commercial purposes.

3. Indian Ports Bill, 2024: This bill seeks to provide measures to ensure port conservation, security and pollution control at ports in accordance with international treaty obligations.

4. Punjab Courts (Amendment) Bill, 2024: Proposes to amend the Punjab Courts Act, 1918 to extend the financial appellate jurisdiction of the Delhi District Courts with 3 lakhs up to 20 lakhs.

5. Rashtriya Sahkari Vishwavidyalaya Bill, 2024: Create Rashtriya Sahkari Vishwavidyalaya.

Bills submitted for consideration and adoption

  1. Waqf (Amendment) Bill, 2024: Amends the Waqf Act, 1995 to allow non-Muslims to be members of the Central Waqf Board and Waqf Boards, removes the finality of decisions of Waqf Tribunals, and grants collectors the power to conduct surveys of Waqf properties.
  2. Muslim Waqf (Abolition) Bill, 2024: Repeals the Muslim Wakf Act 1923.
  3. Disaster Management (Amendment) Bill, 2024: Provides for the establishment of municipal disaster management bodies in cities and the formation of state disaster response forces at the state level.
  4. Goa Scheduled Tribes Representation in Constituencies Review Bill, 2024: Reserves seats in the Goa Legislative Assembly for Scheduled Tribes.

5. Bharatiya Vayuyan Vidyak, 2024: Replaces the Aircraft Act 1934 which regulates the civil aviation sector. Retains most provisions of the Law.

6. Railways (Amendment) Bill, 2024: Repeals the Indian Railway Board Act, 1905 and incorporates the provisions of the 1905 Act into the Railways Act, 1989.

7. Bill on the carriage of goods by sea, 2024: Replaces the Indian Carriage of Goods by Sea Act, 1925, which provides for the rights and obligations relating to goods carried by sea. The bill retains all provisions of the Law.

8. Bill of Lading Bill, 2024: Replaces the Indian Bills of Lading Act, 1856, which provides the legal basis for the issuance of bills of lading, a document issued by a cargo carrier to the shipper. Almost all provisions of the Law are preserved.

9. Petroleum Fields Amendment (Regulation and Development) Bill, 2024: Expands the definition of mineral oils, introduces oil leases, and decriminalizes certain offenses.

10. Boiler Bill 2024: Replaces the Boiler Act 1923 which provides for the regulation and safe operation of boilers. The bill retains all provisions of the Law.

Matters to be considered in both houses will be decided by their authorized committees with the consent of the respective chairman.

11. Banking Laws (Amendment) Bill, 2024: Amends various banking laws to change the tenure of directors of cooperative banks and expand provisions for payment of unclaimed amounts.
